So Rutgers is paying the city, themselves in the form of CAIT, and the county. It may be that this money is tied in with another larger grant that Rutgers got and they are farming this part of it out or they just see $20,000 as a worthy investment that the city was not going to make on its own.
 
That curbed entrance is ridiculous and was from the start. No signs or anything in that area. I'm not even sure if they ever put in lines in the road to represent a pedestrian walkway over there. Either way, fixing that curb is a one day job that never happened.

Maybe this will turn into a safer structural solution, if not the easy curb/pathway/posting signs fix.
