Rutgers University's Board of Governors on Tuesday agreed to give the university more flexibility to spend public dollars on construction and renovation without formal board approval.

Yes, it's really extraordinary how construction costs escalate. One reason, I'm told, is that the Chinese have such heavy demand for concrete and steel to build up China.
