Pike has been heavily involved with Aspire Academy, but I don't think that has much to do with why Terry was offered a preferred walk-on role. Pike just sees him as a good fit for the RU program. For example, former walk-on Joey Downes is from Massachusetts.

Aspire Academy produces some of the top talent in the country year in and year out, getting an in at the school would be big for Rutgers.
