While Rutgers will not recruit a transfer QB, schools like Wisconsin and Purdue are stocking up on elite quarterbacks. Wisconsin now has 2 elite transfer QBs ( SMU's Tyler Mordecai and Oklahoma's Nick Evers), and Purdue just got one, Texas' Hudson Card.
