At that round the player is better off not being drafted and picking a team to sign with.

You make a good point. But if he's cut and has to look for a new team, he may seem more appealing as a player who was drafted than he would as an undrafted free agent. And, as a drafted player, at least he's assured of some time in camp and so he'll have an opportunity to learn a pro system. He'll get more slack as a drafted player than he would as an undrafted free agent.
