The NCAA will soon be notifying the Feds that the precedent has been set and they should wait one year and then reduce the fine by 50%. After all, it worked that way for the sanctions and now PSUis up and running like nothing ever happened.

Funny you say that. Virtually every single Clery Act fine ever handed out has been appealed and subsequently lowered.
