If money wasn't an issue, you'd still be looking at a completion date of 2017 or 2018.
But money is an issue. So Rutgers will need to be creative in getting funding.
I'm not in construction, but, if you break ground in March 2016 after the season can a practice facility be completed by November. That's 8 months and right in time for fall recruiting and the start of the regular season... at least the B1G schedule.
I'm not in construction either, but 8 months seems fast based on what I've seen from previous construction at Rutgers, and other commercial construction in the area. For example, construction of the new NB Seminary building took from Sept 2012 (when the plans were approved) to July 2014.
