No offer means no formal offer of employment, which would be promptly signed. It doesn't mean there aren't negotiations happening.

In other words, the offer doesn't occur until you present the candidate with a final contract that can be accepted or rejected.

no offer can mean that coaching prospects were reached out to this past week to see if they had interest in the job and what kind of contract they would want. Since Hobbs was not AD yet, he was not able to negotiate at that time. Now that he is in the role he may have answers from 2 guys (Cristobal and Schiano) that say they are interested and he has to choose which one to go into heavy negotiations with.
