This could open the floodgates earlier than anticipated. As for rules, here is what I’ve gleamed from discussions here: $22 million cap to be split 50/50 between revenue sports (football and men’s basketball) and non-revenue sports. Schools would determine how much each individual sport gets, but presumably the $11 million for non-revenue sports would be subject to title IX. If a school wants to spend $11 million on the football team and nothing for the basketball team, so be it.
Seems to me that there isn’t a ton of risk in signing $2 million in contracts to secure a few offensive linemen from the portal now (as long as schools stay under the salary caps).
