The men have been using NET for a few seasons but the women are adopting that tool which is a complex of algorithms, supposedly to help place teams using efficiency and value indices.
Reportedly the women NET was developed using women team data.
Something different for us to track and I am guessing it will take awhile for services to figure out how to mimic the NCAA calculations.

Voepel has an article describing.

There is a service that calculates the men's NET. The women's is similar - sans margins - and hopefully someone will begin to calculate and make it available.

If it was in use this past season, how would it have impacted Rutgers?

Since it's a black box, it's hard to tell. It's even harder to tell because the women won't use margin of victory/loss. If margin were a factor, it likely would hurt RU.

I suspect that we'll still see RPI from 3rd party sites next year, so it will be interesting to see the comparison. Either way, my RPI v. seeding spreadsheet is now only of historical interest.
