He can't, because he's already transferred once. He'd still have to sit a year out.
Transferring again is very risky. I know v Savage did it and it worked out, but unless you go D2 you're putting all your eggs in one final year of eligibility.
Rettig deserves a legit chance to show what he can do in a starting role for a couple of games at least, and that isn't anything personal against Laviano. And normally, you'd think a HC would want to see if the #2 QB on the roster might actually move the team more effectively, (it has happened before), simply out of curiosity if nothing else.
Whether Rettig will get that chance or not, well, that remains to be seen.

He would be eligible right away. Transferring once doesn't change that. The only time that one time transfer exemption applies is non football/basketball transfers. Anytime you transfer down you are eligible immediately.
I think he would have to transfer down to Divison 2. That's what I recall from the TS situation.
flood has handled this QB situation like an idiot. CL is floods guy and that's ok if he thinks he gives him more of a chance to win ( I don't ) but you have to get Rettig some snaps during these games. if I was Rettig I would tell flood to shove it and transfer.
