Why Does Anyone Offer A Kid Who Can't Sign an LOI for 3 years?

This kid may be the brightest student / best player on the planet-but he can't sign an LOI until Feb. 2019.

What's the point : we're interested? Why not just tell him "We're Interested"?
But until the NCAA allows Jrs./ Sophs to sign an LOI, the offer is symbolic at best and means nothing. What percent of early commits actually go to the school they give the VERBAL to (probably lower than the students who start in one major / get a degree in the major).

Getting involved very early can position yourself well with a recruit. This has been the trend more and more the last decade or two. You didn't use to see it as much.
