Why not Ohio State OC Ed Warinner for Head Coach?

Don't post much - but wanted to know why this guy's name is not being tossed around:

1) Has worked last three years under Urban Meyer (one of the best offensive minds in CFB) as O-Line coach then OC this year. Before joining Urban Meyer's staff we worked under Brian Kelly at Notre Dame/
2) Was part of last years National Championship Team - knows what a winning culture is
3) He knows NJ inside and out - per Urban Meyer he is his man to recruit all the NJ schools, and already holds deep relationships there (read full sad article here: http://www.cleveland.com/osu/index.ssf/2015/11/ohio_state_vs_michigan_vs_penn.html)
4) Already knows the Big TEN East competition intimately
5) He's set to make only $400K this year at OSU - Rutgers could offer him 4 times this easy to take over the program

Other than no head coaching experience - what am I missing? How can we not be on the phone with this guy today? Hypothetically, if they were aggressive they could get him before OSU bowl game and we may still have time to sway some recruits back here to RU before signing day.
 
Their offensive troubles are because of him this year. He is a terrible OC.
 
I've looked him up in the past and he did a good job at Kansas as OC but I'm not sold on him running the show. They've struggled this year on offense too.
 
He wasn't the sole oc this year, Beck was also.

And you're missing every Ohio State fan pining for Herman this year.
