The one caveat I would make would be if someone served in the military directly out of high school. I think I read about a guy who did that and was playing college football in his late 20's. Other than that, I'm on board with your idea.They need a hard age cutoff. 24 or 25 max regardless of circumstances.

I played with a guy (Bruce Young) at Colorado and he was 28.
