He was semi-joking that Rutgers should do away with the live Scarlet Knight on the horse at football games. In his mind, having one (in the costume) is enough and no other teams have a second live mascot. He was saying it with his Politi snarkiness, so there was definitely an element of him being serious ("canceling the mascot" is just a teaser to get people to listen).
