From what I have been told,there has been some type of underground utility work being done the past few months. I assume that it why you see the mounds of dirt being moved around and the bulldozers. The pace is supposed to really pick up in June once classes are over.

A construction plan for the facility would have dates for completion of phases of the construction.Hopefully,more visible progress will be seen during the summer.

They have started, they've been doing underground work with the pipes/wires etc coming from the RAC. No foundation yet, that's supposed to start next month.
