In looking at the webpage, it seems like there may be an element of fan voting, but the voting is already happening for the men and it does not appear for the women nominees. At least not yet. Something to keep an eye on.
( I don't follow the men very closely. Ron Harper Jr is a nominee for the small forward award but I don't see any mention of voting for him because of the meltdown about the loss to Nebraska.)
