Seems like Flood was warned / ignored it like Carroo.
Regardless, it seems like Flood is hard headed, stubborn and not phi beta kappa on this one.... but since he didn't re-write or write the paper (he offered limited help) I think his error was quais- benign (though stupid / costly).
Questions re.: the three game suspension - can Flood recruit or meet recruits during this time? Can he communicate with staff? Can he come to the stadium as an "fan" - not communicate...and then review the film the next day?
Biggest question: when can he, Barchi / Julie leave for Gilligan's island?
