As much as I would have liked to use this as a excuse to boot Zoffinger back in the day this is stupid parochialism of the worst sort.
So nobody that lives in Silicon Valley or NYC/LA/Chicago can be useful to us? Dopey, small time insularity.
When this went through there was a suggestion that the State C/Us couldn't hire out-of-State professors. I'd imagine it is still the case that many of the top profs at RU commute from Manhattan. A loop hole was used to get the State C/Us people through. I imagine RU did something similar.
It might sound a little class-ist but it's one thing if we are talking clerical and service people in the civil service ranks. That ain't this.
