Offers and stars don't always line up.

Two stars just may mean that Rivals hasn't seen enough of him to give him a rating. Scout has him as a 3*, if that matters to you.

Because contrary to popular belief, coaches don't have to extend offers based on the number of stars an online site gives out

The question was "why so much interest for a 2*"? Obviously, the schools who are showing interest see something. So, either they all disagree with Rivals (possible), or Rivals hasn't really seen enough to form a complete opinion (also possible, and probably a little more likely given the level of interest). Either way, stars and offers/interest aren't connected, though they often correlate.

Yes - but Rivals often conservatively rates players they've seen less of, and those that haven't participated in camps. Russo's a good example - he's a 2* prospect rated as a 5.4, but he'll likely get raised the next time they reevaluate players because of his participation (and performance) in the Elite 11.
