Apparently this was part of the agreement between ESPN and the ACC to form an ACC network.

Supposedly ESPN has given the ACC two choices:
1) change to a 9 game conference schedule with at least one OOC game against a power 5 team
2) keep the 8 game conference schedule, but at least two OOC games must be played against power 5 teams.
This makes sense, and I believe this policy should be mandatory for all power 5 conferences.
