To make bowls meaningful, you should be at least 8-4 to be considered. but the bowl system is the least of CFB's problems that need re-working.
Eh I've never found bowls interesting and the reason was never because of the low standards required to get in. The issue for me is that unlike any other sport's postseason, there is virtually nothing riding on the games. Maybe the winning team gets a bigger payout, but whether you win or lose, your season is over. They are exhibition games that are less important than the regular season games. Which bowl you get to matters more than whether you win or lose. We would all rather lose in the Rose Bowl than win the Rate Bowl.
 
The bowl system is dead. The playoffs killed it (just as everyone predicted they would). Twenty years from now, you'll have one professional college football league (just like the NFL), they will have 40 to 50 teams (similar to the NFL), it will have a self-contained playoffs (just like the NFL), and its championship game will rotate between five or six sites and be called the "Rose Bowl" (or Sugar, or Cotton, or Fiesta, etc - depending on that year's site).
