I looked at the B1G schedules - I have a spreadsheet because I track wins and losses.
Rutgers is about middle of the conference in terms of how challenging the schedule is. Rutgers did not schedule anyone that (in the abstract, at least) they would not be favored to beat; about 4 or so of the games would be expected to be "challenging". Coppin State was, as someone said, the only obvious blow-out candidate.
The following teams all have obviously "weak" schedules - Illinois, Minnesota, Nebraska, Northwestern, Penn State and Wisconsin. Indiana, Michigan, Michigan State are among the better, there are a couple teams that are hard to assess, including Maryland, because they play a few really good teams, and the rest of the schedule, not-so-much.
It is the absence of strong challengers on the schedule that is most obvious about Rutgers' schedule.
As I mentioned above, it is a balancing act between considerations like getting your team ready and not hurting your teams eventual potential chance to make the NCAA's.
