Georgia house passes bill to punish anyone paying NCAA athletes

It will now pass to the Georgia state senate. I think more states will eventually do this.

"The bill would give harsh penalties to anyone who knowingly has a transaction with a student athlete that can jeopardize his or her scholarship"

I assume this makes exceptions for underclassmen who attempt to turn pro? Way too many holes in this to understand it until I read more into it.
 
The language also states "any students, athletes and donors from UGA are exempt from this legislation:

One easy solution is for the NCAA and the NFL/NBA etc. work together. If any agent or person associated with an agent is proven to have jeopardized a players eligibility they lose their license to represent players in the league. Also if any coach is suspended in college he can't coach in the league either. Once there starts to be repercussion to the adults and not just the kids this will stop being a problem.
