May actually be at the county courthouse in New Brunswick. Some counties move DV complaints out of municipal courts into the county prosecutors office automatically.

This is actually hinted at in the nj.com article about Pollard's arrest - the article states that the details of the Carroo complaint came to light when the prosecutor's office announced the latest arrest in the home invasion cases. Which means, by implication, that the Carroo charge was referred to the county prosecutor's office.
