The difference between $1 per hour and $1.50 per hour is somewhat meaningless for short-term transient visitors, which is who meters are supposed to serve.
I like the idea of progressive rates to charge higher fees for people parking more than 2 hours. It will help take long-term parkers off the street and into garages and parking lots, freeing up on-street spaces for people who want to make a quick stop in-and-out of a store.
Ideally, they should also lower the rates for people parking in parking decks for less than 4 hours, so that they are equal to, or slightly lower than the meter rates. You always want to make sure that people have an incentive to use garages over on-street parking. People using on-street parking should pay a premium for the convenience and quick in-and-out.
