I think it will vary by venue. Indiana says that games at their Assembly Hall will be limited to 500 total spectators, so that is likely mostly family members of teams and staff, but the larger venues like Lucas Oil should be able to have significantly more than that. I would expect the final four to have the full 25% capacity they are allowed and probably any earlier round games there too.
