I think you are misinterpreting his comments.

When he says our fans aren't the best of friends, I believe he means Rutgers fans aren't the best of friends with PSU fans.

Yeah, not sure what the OP is talking about. No mention of boo birds, or even booing. He was talking about how PA St fans will cheer when Rutgers does something wrong, but will be quiet when Rutgers does something right.

My reading comprehension tells me that he's saying PSU fans love it when he does something wrong and are quiet when he does something right. They are also high energy. Separately, he says that RU fans really are the best of friends to him.
