Taking a look at the brackets it seems to me that the 2 sides of the bracket are out of balance. One side has Germany, France, Italy and Iceland with Spain and England out in the round of 16. The other side has Poland, Portugal, Wales and Belgium in the quarters. Not sure how the rankings are but to me it looks like one side was much tougher.

That loss by England was unfathomable. They played so far below their capability, with bad play/pass after bad play/pass, that it almost looked like they threw the game.
