Saw that too. I think the mailboxes were removed and man hole covers were sealed.

I think guys at the frats were told to pull up all blinds and to be in full view if they were watching from windows.

I remember anyone outside of windows hanging out on roofs/overhangs were chased off and back into the buildings/houses.
