I thought someone said Mensah has to complete some school work before he could sign because he is coming from JUCO. Could be that RU doesn't want him signing until they know there are no issues academically.

It is not strange at all when he is not expected to be eligible to join until guys classes are done

It is very strange since he committed several months before Kiss committed and Peter's signing has been announced but nothing on Souf yet. Kiss cannot play for over a year from now yet his has been announced.

Everyone needs to finish up classes when they commit and sign, no? Even Peter Kiss is taking classes at Quinnipiac that he needs to finish up. So yes, I think it is strange.
