Refs not measuring for 1st down

Not one to complain about the refs, but a huge play that stood out to me.....

3rd Quarter, 10:28 left....... Michigan ball at the 27, 3rd and 8..... passing play right, Michigan receiver catches the ball right at about the first down marker, and the ref just gives them the first down.... why no measurement? Why even have measurment chains if you're not going to use them in that big spot in a very close call? Schiano was pissed and immediately got in the refs face about it to argue.... but obviously nothing could be changed at that point. To me, this was a MASSIVE momentum change in the game
