My understanding is this is a "branch" operation in Newark for the NB based center.

No. It is part of the Rutgers Cancer Institute of NJ.

The Cancer Institute has network hospitals around the state. It isn't clear to me whether this is just the addition of University Hospital in Newark to the network, of if there is more going on at University Hospital in conjunction with the Newark med school.
