I believe housing is guaranteed at NB for all freshmen (for those who want it at least....there will still be some commuter students among the freshmen class). Even if all 10K? (not sure of the size of this year's entering class) took an on-campus housing spot, there are still a large # of beds available for the remaining UG classes (and Grad) across the university-owned housing portfolio. Something in the range of 17-18,000 total beds, which assuming is at full capacity, represents one of the largest on-campus college living populations in the US, and might still be in the top 5. Several years back, MSU in East Lansing was #1 and RU-NB was #2.

Well I doubt they will be at full capacity. More likely at 50%, so I don’t think guaranteed housing means anything this year. My point being they need to get as many freshman in the dorms as possible, or this class will have no real connection to the university. When the see that many of their friends from home went away to other colleges and had a real, (not virtual) experience, they may not return to Rutgers.
