I can see why you would feel that way, but its not bullshit. Gross was not eligible for an at-large bid. Even if the committee wanted to award it to him over Jennings (NW), they could not have. The selection criteria are express. You must be Bronze Standard (meet 2 of 5 criteria) to be eligible for at-large.
Jennings earned Bronze Standard by beating Jensen (AQ) in the Big Ten tournament, and by being ranked in the Top 33 in the coaches' poll.
Gross only met one bronze standard criteria, namely finishing one place outside of AQ at the conference tourney. So he is not Bronze Standard, and therefore ineligible:
