There's a lot of balance this year, and not just in this league. it's across the board. Could this be partially the result of the FBI investigation and scandals? Your top money programs afraid to be overtly buying players as they used to, so the talent is spreading? I wonder. Could just be a fluke, and even if not, I suspect they big offenders will find more creative ways to cheat in time.
