Student advocates blame legislators for college costs

They give PA a D- overall with the same A for need-based grants and a F for state priority. Seems odd.

State-funding makes up 12% of Temple's budget. The campus celebrated that the recommended aid wasn't a decrease for 2014-15. Higher education is just not a US priority, which in my biased opinion is a big mistake.

Its not a priority of most students either - hence so much of the new costs at universities is basically in making them more luxurious, not better places to learn.
