That's besides the point. The school's IFC handed down the punishment, not the national HQ. Charter or no charter, they will not be affiliated with PSU for three years. They could run as an underground fraternity, but if they ever want to be affiliated with their school again, that would not be a wise move. I believe national should revoke their charter for the time being and allow a new group to recolonize the organization.
I would like to know the Greek housing situation at PSU. Is it like Oklahoma where the school owns the property so they need to vacate it immediately? Or is it like RU where, although considered student housing, the Greek houses are owned by landlords and leased. There was a fraternity at RU that the university disaffiliated, but they were still able to operate because their alumni owned the house. But then somebody fell down their stairs at a party and sued so the alumni threw them out for 4 years and began to lease the house. Ironically, the fraternity that leased the house was suspended by the school, then shut down permanently by their national due to an underage member getting so drunk he needed to be hospitalized. That was one of the cases that contributed to Rutgers' spring party ban. It's like that house is cursed lol.
