Are there specific qualifications that determine who gets invited and who does not? Are there NFL scouts that are giving pre-draft grades on who might be a high round draft pick which determines who would get an invite?

An anonymous selection committee made up of scouts and team execs vote on all eligible players. Get enough votes, you get an invite. I'd assume the pre-draft grades are a big factor.

I wonder if the college coaches lobby for their players to get an invite at all and if that hurt Lumpkin since the coaching staff he played for is no longer around (realize the committee is anonymous but you know who all the team execs are)

Looks like roughly the Top 25 OTs got invited to the combine. Most draft websites have Lumpkin rated around #30. If a few decide not to participate he still may sneak in.
