He wasn't entirely sure of his answer and spit balling from what he heard. They'll be about 100 lawsuits before that ever happens. Under Title IX you have to provide equal opportunity and resources. Not sure equal pay is a part of that. Football and men's basketball will have a big say in that and sue the crap out of the NCAA and Universities if they try to divvy it up like that.
