Williams is the third-ever player at Rutgers to win the Big Ten Player of the Week Award. Cam Spencer won the award in January of 2023 and Geo Baker won the award twice in the previous two seasons.

If the NCAA can’t restrict 2nd transfers I’m not sure what would enable them to restrict 3rd transfers.
