Michigan Game at MSG considered what?

For the NCAA Committee is it considered a road or neutral site game? Does it factor any differently being at MSG.
 
It is UM's home game by Big Ten reckoning.

Are pep bands allowed to go to away games? I recall that in the BE, bands and cheerleaders couldn't go to away bball games. That didn't apply to football and doesn't in the B1G either. But anyone know about bball in the B1G. It would be great to hear our pep band light up the Garden and all the RU fans going.
 
It is a neutral site game. Think of it as a tournament like the bahamas ones etc with only 2 teams and 1 game. Someone “has to” be the home team just like any other game, although it means more in this one since it’s a conference game so one team actually loses a home game (Mich this year).

The band and cheerleaders will travel just like any other tournament. In fact the band is playing for the wrestling match before also, might be the first band at wrestling. They’ve done volleyball, men’s and women’s soccer before also
