Breaking Away and American Flyer are fairly good. Cornball scripts as both were written by the same author. The classic cycling movie is Sunday in Hell, it's about the 1976 Paris Roubaix race.




There is also a highly rated movie called Bike Thieves. Not a movie about racing but about a guys bike gets stolen and that is how he gets to work and it about his determination to find it.
