Sure he was. See linked reprint of the attached NY Daily News article, originally published on April 29, 1967. The article notes that Clay (sic) had refused induction and was immediately stripped of his title by the WBA.

The article is wrong or misleading.
The WBA was headquartered in Caracas, Venezuela. The WBC is still in Mexico City. Neither organization would care about a US draft. They eventually stripped him because it looked like he was going to jail for 5 years. Both organizations make most of their money from sanctioning fees & the heavyweight champion brings in the most in fees. They were not going to let the title & their money sit dormant for 5 years. He was not stripped because of the draft-he was stripped because they were sure he was going to jail.
