How in the world are we reliant on the Russians for Rocket engines?

I just read an article that stated the ULA- the joint venture between Lockheed and Boeing relies on rd180 engines from Russia, and that because of the ban by congress in using Russian engines for Military and spy satellites, they cannot bid on the contracts for the new GPS satellite launches.

I mean how did we take a back seat in rocket tech???
 
I truly do apologize for this, and I love my homelands, BUT:

This country let Kyle Flood become HC of a BCS football program. 'nuff said!

thanks good article.. def more in depth than anything else i have read..but still astonishing that we are buying these RD180's. We should knock them off the way the Chinese knock off everything that we do.
"Sure thing. We'll have our R&D and engineering subs in India get right on that. Once plans are drawn up we'll send them to our 3rd party manufacturer in China and have them shipped over here for launch. We're the best in the business."

That's how it happens.
