For the past few years, following a touchback the ball is placed at the 25.Charlotte should have commited three or four more penalties to get the ball to the 1/2 yard line. Ball has to go at least 10 yards for kicking team to recover. Would be a touchback. Ball out to 20.

Yes. But the nearest a legal KO could be placed is between the 10 and 11 yard line in order for it to be recovered by the kicking team. Of course, if the receiving team touches it first, it's a free ball. Once the ball crosses the goal line untouched, it's a touchback and out to the 25.
