Except for the final 2 minutes of the half and final 2 minutes of the game.
The average FBS team has roughly 20 first downs per game. Which would imply 40 total first downs in games where the clock stops for around 10 seconds or so. Assuming lets say 8 of those first downs went out of bounds then it's 32 total first downs where the clock doesn't stop at 10 seconds a pop is 320 seconds or about 5 minutes.
Games being shortened by 5 minutes means less plays and more opportunities for upsets as typically the longer teams play the more likely it is the better team will prevail.
I didn't even realize this until @seels2662 shared this with me over a beer last week.
