Rutgers is not requesting all this money as funds from the state. I believe they are simply getting approval to raise portions of the funds through bonds and other means. They likely need approval because the state provides funding for the school, i.e. it is a public entity.
Yeah that could be a big part of it. But for example, it lists the $114 million practice facility in the same context as all the other projects, and we know that is being mostly funded through private donations as well as a tax credit. The way I read it is that it is already approved. From end of the article:
"All of Rutgers requests were filed in May of 2016 and have gone into effect this fiscal year."
Am I reading that right?
This is part of the capital budgeting process. It's not about where the funding will come from.
I will say that typically each individual capital budget item must have a source of funding identified in order to be added to the budget.
