From anything I have read, no, there was no particular reason that her mother would have known this rule. The check was from USA Basketball - essentially the governing body for, well, USA basketball. Not a recruiter, not a college, not a booster, not even the NCAA or WNBA. USA Basketball, which has fully admitted they were at fault - clerical error is the description. Some high school players can receive the stipend and some can't, depending on their state rules. I wonder if the Davenport family knew the amount of the check before it was received. If the enveloped was addressed to Maori, she might have deposited it on her own. She was allowed to receive $250--the mother might have known that and assumed that was the amount of the check. The official statement clearly puts the onus on the adults involved that do not include the current board.
