If a cornerback pushes a receiver out-of-bounds, is that credited as a tackle? (I think it is.) If a cornerback chases a receiver to go out-of-bounds, is that credited as a tackle? (I have no idea but think it isn't.)

I think it is:

Did the defensive player "force" the runner to go out or be hit? judgment call. If yes, a tackle gets awarded. .

in bounds if a runner falls down in anticipation of a tackle, the nearest tacklers get a tackle whether they touched him or not.

NFL is tricker on this one...need a touch or not down (unless ref blows the whistle or someone is obviously giving themsleves up like a QB slide).

Maybe others can addd to this...
 
Actually I was wondering if a team is on it's own one yard line and it gets a half-the-distance-to-the-goalline penalty....is 1/2 yard added to their penalty yards total for the game ? What if they get another one on the next play ? Do they add another 1/4 yard to their total ?
I've looked at loads of games' stats and can't recall ever seeing fractions listed. What's up with that ?

I've never seen penalties listed in fractions; tackles yes.

But suppose those are the only 2 penalties for the team. So the stat line would read 2 for 0 yards? How about penalties that are refused. Do they count as a penalty for 0 yards or they don't count at all?

Inquiring minds want to know.
